What it includes
- 470,221 public contracts and awards from 18 Latin American countries, signed, awarded or started between 01/01/2025 and 09/25/2026, unified into a single schema of 39 columns in Spanish.
- Four merged official sources: SECOP II of Colombia (179,743 contracts), Compras.gov.br of the Federal Government of Brazil (281,745 contracts and notas de empenho), DNCP of Paraguay (5,727 awards) and contracts awarded and financed by the World Bank in 18 countries of the region (3,006 contracts).
- Only legal entity suppliers: companies, consortia and temporary unions (6,835 consortium rows). Natural persons were excluded.
- 90,163 distinct suppliers and 4,156 buying entities, for a converted value of US$80,697 million.
- Per row: country, source, process ID and contract ID, buying entity and its code, buying unit (Brazil), supplier's company name and tax ID (NIT, CNPJ or RUC), supplier type, whether it is an SME (Colombia), purpose, contract type, category (goods, services, works, consulting), UNSPSC code (Colombia), normalized and original modality, status, amount in local currency, exchange rate, amount in USD, dates, department and city (Colombia), source of funds and link to the official record.
What it's for
- Selling to the State in several countries: see what each entity buys, under which modality and to whom it awards contracts.
- Competitive intelligence: track the contracts your competitors win in Colombia, Brazil and Paraguay.
- B2G prospecting and KYB: each supplier comes with its tax ID, the number of contracts and the total amount in USD it adds up in the dataset.
- Analysis and journalism: compare direct contracting versus public bidding by country, entity or sector.
How we prepared it
- Normalized modality into four values: public bidding (202,984 rows), direct contracting (116,202), small-value procurement (77,803) and other (73,232). The original modality is kept in another column. In Brazil, pregão and concorrência are treated as public bidding, and dispensa and inexigibilidade as direct contracting.
- Amounts in USD using the monthly average exchange rate for the month of signing (or of award or start): TRM from Banco de la República for COP, PTAX venta from Banco Central do Brasil for BRL, and daily market reference for PYG. The rate used is included in each row. World Bank contracts are already in USD.
- Outlier amounts: 85 rows with clearly erroneous values in the source are flagged in
monto_atipicoand are left without a USD amount so as not to distort totals. - Deduplicated by contract ID within each source (19,294 duplicates removed) and sorted from most recent to oldest.
- Enrichment: for 106 World Bank contracts, the supplier's tax ID was added when its company name exactly matches a single supplier from the national source of the same country. Per-supplier columns: contracts in the dataset, total amount in USD and in how many sources it appears (65 suppliers appear in more than one source).
- No personal data: natural persons were excluded (in Colombia, IDs other than NIT; in Brazil, CPF and individual micro-entrepreneurs whose name includes the CPF; in Paraguay, RUC of a natural person; in the World Bank, individual consultants). Legal representatives, officials, contacts and banking data are not included.
Limitations
- Brazil covers only the Federal Government; Brazil's amount is the contract's global value.
- Paraguay provides the first awarded supplier for each process and the award date, without an awarded amount.
- Mexico, Argentina and Chile appear only through contracts financed by the World Bank.
- Colombia fully includes competitive modalities; for direct contracting and special regimes, contracts are included only when the supplier has a recognizable company name (S.A.S., Ltda., S.A., consorcio, unión temporal and similar), so direct contracts with companies without those words in the name may be underrepresented.
- Some amounts from Brazil are incorrectly loaded in the source (for example, inverted decimal separators). Only extreme cases are flagged in
monto_atipico; it is advisable to review very high values before totaling.
